福建电力现货市场初期模式探析

中国电力现货市场建设正在进入深入推进推广阶段,如何实现由计划模式向市场模式的安全平稳过渡是保证中国电力市场改革成功的关键问题。文中提出一种适应计划向市场转变过程的竞价空间方法以及相应的市场出清结算机制。该竞价机制分为计划模式的优化计算和市场出清两步。计划模式与市场模式的优化计算所考虑的基本约束条件保持一致,根据竞价空间比例将计划模式的计算结果作为市场模式优化出清边界条件,保证市场模式的优化出清严格在竞价空间范围内开展。通过调整竞价空间的计算比例,逐步扩大市场比例,实现由计划模式向市场模式的逐步过渡。最后,以实际算例对比验证了该竞价机制的有效性和实用性。

Analysis on Initial Mode of Electricity Spot Market in Fujian of China

The construction of China’s electricity spot market is at the in-depth promotion stage.The key problem to ensure the success of China’s electricity market reform is how to make a safe and smooth transition from the planning mode to the market mode.This paper proposes a bidding space method that adapts to the transition from the planning mode to the market mode and its corresponding market clearing and settlement mechanism.The bidding mechanism is divided into two steps:optimization calculation of the planning mode and market clearing.The basic constraints considered in the optimization calculation of planning and market modes are consistent.According to the proportion of bidding space,the calculation result of the planning mode is regarded as the boundary condition of optimization clearing in the market mode,to ensure that the optimization clearing result of the market mode is strictly within the scope of bidding space.By adjusting the calculation proportion of bidding space,the proportion of market space will be gradually expanded,and the transition from the planning mode to market mode is realized.Finally,the effectiveness and practicability of the bidding mechanism are verified by the comparison of practical examples.
