吐鲁番盆地水资源可持续利用与节水型社会建设规划

吐鲁番地区面临水资源严重短缺的危机,建设节水型社会是实现区域社会经济可持续发展的战略选择。通过对吐鲁番盆地水资源现状分析,指出水资源开发利用中存在的问题,并结合实际,提出了构建吐鲁番地区节水型社会建设的思路。认为只有建立以水权管理为核心的水资源管理制度体系、与区域水资源承载能力相协调的经济结构体系、与水资源优化配置相适应的节水工程体系、与节水型社会建设相适应的科研节水服务支撑体系等“四大体系”,通过对水资源的合理开发、高效利用、全面节约、有效保护和科学管理,采取开源节流并举的措施,建立高效防污的节水型社会,才能实现区域水资源可持续开发利用。

On Water Resources Sustainable Exploitation and Utilization and Establishing Water-saving Society in Tulupan baisn

The basin of tulupan confronts with the shortage of water resources.To achieve a sustainable development of the region's economy and society,there is a need to develop a new water resource management system. In this paper,through the analysis of the present condition of water resources in tulupan basion,the problems existing in the development and utilization of water resources were pointed out.
