新时期公众参与城市规划编制的探索与思考——以南京市城市总体规划修编为例

针对我国当前城市规划领域缺乏公众参与的具体方法和相应措施的现状,从公众参与城市规划的组织思路、规划编制不同阶段公众参与的具体做法等方面,介绍了南京总规修编公众参与的实践.通过对南京总规修编公众参与的广度、深度、方式和效果以及特殊事件的相关结果分析,指出当前应从“政府主动推动、畅通参与渠道、构建公民社会体系、健全参与体制机制”等方面促进社会公众切实参与到城市规划编制的每一个环节中.

EXPLORING AND THINKING OVER THE PUBLIC PARTICIPATION IN URBAN PLAN FORMULATION IN THE NEW PERIOD: A CASE STUDY OF NANJING MASTER PLAN REVISION

Considering the lack of specific methods and corresponding measures of the public participation in urban planning, this paper introduces the public participation practice in Nanjing master plan from the aspects of participation organization, methods of participation at different stages of formulation, etc. Analyzing the broadness, depth, mode, effects, and special events of public participation in the revision of Nanjing master plan, it points out that efforts should be made to promote the public participation in every step of urban planning involving government promotion, expediting participation channels, constructing civil society and improving participation system and so on.
