| 摘 要： | 要健全和完善事业单位及学校的"三重一大"集体决策制度,就必须认真把握好调查研究、决策内容、决策程序、配套制度、责任追究五个关口;重点加强决策、财务管理、物资采购、工程项目管理四个环节;充分发挥领导班子成员的决策作用、监督部门的监督作用、职工群众的参与作用。

| Abstract: | To improve the collective decision making system of public institutions and schools,five links should be focused including research,decisions’ content,procedure,supporting systems and accountability.The key is to emphasize on decision making,financial management,procurement and project management.Each party should play their due roles like leaders in decision making,watch dog in supervision and workers in participation. |
