摘    要:
蓄滞洪区具有蓄滞洪水、净化水质、改善环境等多种功能,是流域防洪体系的重要组成部分。但蓄滞洪区长期以来的建设及管理滞后,严重影响了蓄滞洪区作用的有效发挥,也使蓄滞洪区成为经济发展、区域防洪、城市环境改善过程中的薄弱环节。以浙江省嵊州市湛头滞洪区改造为例,从研究区实际需求分析出发,采用层次分析方法,建立评价指标体系,对拟定的蓄滞洪区改造方案进行量化评价,通过综合得分确定了最优方案。方案实施后可实现滞洪区的多目标利用与可持续发展。

Abstract:
Flood detention basin is the most important part of flood control system which has the functions of flood storage,water purification and environment improvement.But for a long time,the construction and management in flood detention basin lagged behind,which seriously affected its role playing and made the flood detention basin become the weak links in economic development,regional flood control and urban environment improvement.Taking Zhantou flood detention basin in Shengzhou of Zhejiang Province as an example,we establishes an assessment index system by Analytic Hierarchy Process based on the analysis of practical demand and gives a quantitative assessment to the proposed rehabilitation schemes of the flood detention basin.With comprehensive scores,the optimal scheme is determined.The scheme implementation will realize multi-objective utilization and sustainable development of the flood detention basin.
