摘    要:长江三峡工程生态与环境监测系统经过20 a的发展,初步形成了基于行业管理的常规监测与基于三峡工程的专项监测相结合的三峡库区生态与环境监测网络体系。随着工程完工进入运行期,以及国家对长江流域生态与环境保护要求的提高,原有的监测体系亟需优化完善。大数据时代的到来,给生态环境保护领域管理带来了全新的思维模式,以往难以解决的诸多复杂、多维、并发的综合性难题,可通过大数据整合社会各方资源进行多元协同处理得到解决。分析了三峡库区环境监测网络的现状与存在的问题,论述了建设三峡库区生态与环境监测大数据的必要性,提出用大数据思维构建库区生态与环境监测网络体系的设想及相关建议。

Abstract:The ecological and environmental monitoring system of Three Gorges Project has been running for nearly 20 years and the system composed of the routine monitoring of industry management and the special monitoring of the Three Gorges Project has been established. With the project construction entering into the operation period and to adapt to more strict national requirement on the ecological and environmental protection of the Yangtze River Basin, the old monitoring system needs to be optimized and improved. The big data era brings a new thinking mode in the field of ecological environmental protection and some previous multidimensional and concurrent comprehensive problems to be difficultly solved in ecology and environment can be solved through multi-collaborative governance with integrated various social resources by big data. This paper analyzes the situation and the existing problems of ecological and environmental monitoring network in TGP reservoir area and discusses the necessity of building big data on ecological and environmental monitoring data of the Three Gorges Reservoir area, and puts forward preliminary ideas and relevant suggestions on the building of ecological and environmental monitoring system of TGP reservoir area with big data.
