| 摘 要： | 2011年11月1日起施行的《太湖流域管理条例》将流域管理与行政区域管理相结合的水资源管理体制在太湖流域进行了细化,为流域性立法提供了借鉴。以海河流域为例,分析流域立法及实行最严格水资源管理制度对流域管理和行政区域管理的需求,提出促进海河流域水资源流域管理与区域管理有机结合的建议。
