略论信息时代政务公开与保密之关系

政务信息公开与保密是一对“此消彼长”的矛盾统一体。目前在处理二者关系上却不尽理想,存在诸多问题,因此研究妥善处理政务公开与保密关系显得意义重大。要正确处理好二者的关系,除了要坚持一定的原则和注意四方面的问题以外,尚需充分运用坚持与时俱进观念、紧抓保发展保安全、政务公开与保密工作以人为本、加大保密宣传教育力度、完善政务公开审核制度和保密管理制度等措施和方法。
