建立符合国情的最严格水资源管理制度

人多水少、水资源时空分布不均是我国的基本国情和水情。与水资源条件极不相称的,一是长期以来我国水资源开发利用方式粗放。二是水资源管理不适应要求。要从根本上解决水资源制约经济社会发展问题,必须总结发扬长期治水、管水的经验,借鉴国际社会的成功做法,确定符合我国实际的方略。

Establish stringent water resources management system suitable to local condition in China

More population and less water and even distribution of water resources are the main features of national condition in China. However, the water development pattern in China has been extensive for a long period of time that is unmatched with water resources condition. Second, water resources management does not comply with the actual requirement. In order to release from the constraints placed by limited water resources to economic and social development, good practices in water management should be summarized and learned including successful experiences in the other countries, and find out strategy that suits to the actual condition in China.
