| 摘 要： | 移动网络的通信质量在移动网络发展与运营中有着十分重要的地位，进行移动网络的通信质量测试与评价是非常有必要的。文章以用户感知作为出发点，提出了以统一的测试指标体系、统一的测试方法和统一的评价方法为主体的移动网络通信质量测试与评价体系。该体系可以针对不同的移动网络进行测试与评价，从而为电信主管部门、手机用户以及运营商提供科学合理的通信质量评价结果。
