中国铁路运营风险接受准则探讨

摘    要:铁路运营过程中安全问题尤为重要,制定事故风险接受准则是铁路风险评价的核心。首先,基于2011—2018年的事故统计资料,借鉴国内外公路隧道对个人接受准则制定的理论,结合ALARP原则探讨国内铁路运营个人接受准则忍受线1.35×10-6,接受线1×10-7。其次,根据铁路技术管理规范并参照隧道火灾社会接受准则,利用双折线的形式建议国内铁路运营社会风险接受准则的F-N曲线为风险评价提供参考。

Abstract:The safety problem is particularly important in the operation of railway.Therefore,the establishment of accident risk acceptance criteria is the key to risk assessment.Criteria for acceptance of individual risk in domestic railway operation is discussed in this paper based on the domestic accident statistics from 2011 to 2018 and by referring to the methods or conclusions of formulating individual acceptance criteria for foreign and domestic highway tunnels and combining with the ALARP principle.According to the domestic railway technical management standards and with reference to the formulation of the social acceptance criteria of tunnel fire,the F-N curve of the social risk acceptance criteria of domestic railway operation is proposed by the form of double-line.
