建立农村水利新机制服务海峡西岸新农村

福建省农村水利面临饮水不安全、农田水利工程老化失修严重、农村水环境恶化的趋势未得到有效遏制、基础队伍薄弱等问题。为适应海峡西岸社会主义新农村建设的需要,农村水利工作需进一步深化水利工程管理体制与运行机制、小型水利设施产权制度、投融资机制及服务体系改革,健全农村水利建设投入、组织方式、建设管理、领导形式及水利规划等新机制,建立比较完善的农村水利基层服务体系,更好地完成农村水利各项任务。

Building new water development mechanism and serving for new countryside construction of Western Coast of Taiwan Straits

Rural water issues faced by Fujian Province are unsafe drinking water,aging and lack of repair of on-farm facilities,degradation of water environment and low capacity for water management.In order to meet the requirement of building new socialist countryside in the Western Coast of Taiwan Straits,it is vital of deepening reform of management system of water structures,completing property system of small water facilities,finance and investment and services systems,so as to build a new mechanism of investment,organization,construction and management,leadership and water resources planning and improving water services of irrigation,drainage and rural water supply.
