关于创新与发展水资源管理的思考

在分析新形势下水资源开发利用面临新问题的基础上,通过对水资源和水资源管理的再认识,提出水量、水能、水域是水资源必不可缺的、不可分割的最基本的要素,都是水资源的存在形式,缺少其中任何一个要素的严格管理,水资源的管理都是不全面、不到位、不可能真正实现的.本文还对建立水能资源管理制度作了思考.

Innovation and development of water resources management

An evaluation is given to new issues emerged in water resources development and utilization under the new situation, through reconsideration of water resources and its management. Water quantity, water energy and water areas are essential and indispensable elements for the existence of water resources. The implementation of stringent water resources management cannot be realized comprehensively and thoroughly without any of these elements. Consideration is also given to the establishment of water energy management system.
