| 摘 要： | 在企业组织内部和工程项目建设中，信启，传递过程随着传递渠道增长和节点的增多信息失真的程度越高，所需要的传递时间越长。为了使风险信息及时、真实的在组织内部传递，使国际工程承包企业能够高效的进行风险管理，实现企业的目标利润，构建新型的超文本组织的风险管理机构对风险进行管理事一种有效途径，该组织机构由决策、咨询、营运和信息四个有机部分组成。

| Abstract: | In the transition of massage, the truth degree of message will decrease while the time needed to transitthe message will increase with the length of tunnel.In order to transit the risk message in time and to send the massage of it to get enough profit, we construct a hypertext organization in the risk management of international project. It consists of four parts: decision-making,consulting,working,and informing parts. |
