淮河城西湖蓄洪区历史演变及运用分析

摘    要:蓄洪区是流域防洪体系极其重要的组成部分,总结和分析蓄洪区的历史演变及运用情况,对于管理调度蓄洪区,取得最佳调度效果,具有极大的现实意义。笔者对城西湖蓄洪区的形成、基本概况、历史演变过程等进行了梳理,回顾了近百年来围绕城西湖淮河低洼地而采取的不同工程措施以及城西湖蓄洪区历次运用情况,分析了城西湖蓄洪区在淮河防汛中的地位和作用,以及在运用过程中遇到的困难。探讨了在新的历史时期进一步完善城西湖蓄洪区防洪保安能力的基本思路和方法措施,并对进一步加强蓄洪区建设管理及提高蓄洪区调度运用的及时性、有效性进行了分析。

Abstract:The flood storage area is an extremely important part of the flood control system of the river basin. Summarizing and analyzing the historical evolution and application of the flood storage area is of great practical significance for managing and dispatching the flood storage area and obtaining the best dispatching effect. The author sorted out the formation, basic overview, and historical evolution of the Chengxi Lake flood storage area, and reviewed the different engineering measures taken around the Huaihe low-lying area of the Chengxi Lake in the past 100 years and the previoued application of the Chengxi Lake flood storage area. The status and role of flood storage areas in Huaihe flood control, and the difficulties encountered in the application process. This paper discussed the basic ideas, methods, and measures to further improve the flood control and security capabilities of the Chengxi Lake flood storage area in the new historical period, and analyzed further strengthening the construction management of the flood storage area and improving the timeliness and effectiveness of the flood storage area dispatching.
