治理视角下深圳都市圈协同发展探索

都市圈的区域协同治理是国家治理体系与治理能力现代化的重要内容。文章首先分析了不同类型都市圈协同治理的特征与问题,提出一体化发展的治理目标、多元主体协同共治的治理方式及全流程的治理制度设计是现代化都市圈治理体系的重要内容;其次,以深圳都市圈为例进行实证研究,认为市场主导、多方协同是深圳都市圈的重要特征,坚持产业先行、临界突破、模式创新与制度保证是深圳都市圈协同治理的重要经验;最后,从加强顶层设计、建立激励机制、统一规划管控、夯实社会基础、强调考核问责与完善法规体系6个方面提出面向治理现代化的都市圈协同发展建议。

Shenzhen Modern Metropolitan Area Coordinated Development From Governance Viewpoint

The coordinated governance of metropolitan area is an important part of modern national governance system and capability.Firstly,the paper analyzes the characters and problems of different types of metropolitan area coordination and governance,and argues that integrated governance vision,multi-stakeholder coordinated governance,and whole-process governance institution are critical issues of modern metropolitan area governance system.Secondly,the paper studies Shenzhen metropolitan area and concludes its characters:market orientation and multilateral coordination;and its experience:industrial priority,edge breakthrough,model innovation,institutional insurance.Finally,the paper puts forwards 6 suggestions of coordinated modern metropolitan area governance:top level design,incentives mechanism,integrated planning governance,consolidation of social foundation,assessment and accountability,integration of legislation system.
