从“宜居城市”到“宜居区域”

2004年《北京市城市总体规划》把“宜居城市”作为城市定位，引发了“宜居城市”研究和排名的热潮。在城市区域化发展的趋势下，城市不再孤立存在，社会、生态、交通等城市问题也开始呈现区域化态势；面对城市居民多样化的需求，单个城市往往无法实现真正意义的“宜居”。在这一背景下，尝试从区域的视角进行“宜居”探讨，提出了“宜居区域”的要素系统，并尝试构建“宜居区域”的思想体系。

From "Livable City" to "Livable Region"

Beijing City Master Plan（2004 - 2020）brought forward a city character as ＂Livable City＂ ,which has raised a national upsurge of academic research and commercial ranking about city livability, and also ＂Livable City＂ became one of the most attractive focus to all social sectors. This paper analyzes the backgrounds of human settlements construction in China, and considers that with the city regional development and demand diversification, a single city will be difficult to deal with the increasingly complicated urban problems. Under this background ,an isolated city can never achieve an unalloyed and all-sided ＂Livable＂ ,and this paper brings out a concept of ＂Livable Region＂, and firstly constructs a thought system of Livable Region which contains three aspects; theoretical foundation, element system and core thoughts.
