三峡工程库区地面文物保护与综合监理

三峡工程库区的各类古建筑、摩崖造像、碑刻题记等是三峡地区古代文明信息的实物栽体,抢救、保护这些文物古迹是三峡工程水库淹没处理的重要任务之一,在三峡工程库区的规划、设计中一直受到高度重视.经过专业机构的调查、评审,在水库淹没区选定364处地面文物保护项目,并规划了不同的保护方式.按国家有关规定,三峡库区地面保护工程在实施中推行了项目法人制、招标投标制、合同制、建设监理制.并开创性地推行了文物保护综合建设监理,参与对地面文物保护项目的进度、质量和投资控制.至今已完成了80%的保护项目,保证了三峡工程各期蓄水需要.主要介绍三峡库区地面文物保护工程的特点和综合监理工作情况.

Preservation of ground cultural relics in TGP reservoir area and general supervision

The ancient buildings,carvings on precipice,stone tablets etc.are real carriers for ancient civilization in Three Gorges area.Rescuing and protecting these relics is one of important tasks in the TGP reservoir inundation treatment,and is attached great attention in plan and design of TGP.After investigation,comparison and assessment by professional institutions,364 ground cultural relics in the reservoir inundation area were determined and different protection modes were planed.According to relevant governmental regulations,in the implement of ground relics protection in the TGP reservoir area,the project legal person responsibility system,bidding system,contract system,construction supervision system are executed.The general construction supervision system for relics protection is creatively promulgated to control the progress,quality and investment of ground relics protection.Up to present,80% protection items have been completed,meeting the requirement of reservoir water impoundment in various stages.The major features of ground cultural relics protection works and work condition of general supervision in TGP reservoir area are introduced.
