| 摘 要： | 近年来高职院校蓬勃发展，不断扩大的办学规模要求其建立院系二级管理体制。院系二级管理体制的建立是一个明确职能分工、合理分权授权、高效设置机构、制订相应制度的过程。在此过程中，不能忽视高职院校自身的历史条件、人员储备和发展规律。

| Abstract: | As the flourish development of higher vocational institutions, it is inevitable to build up the two - level management system between college and department because of the enlarged scale of the colleges. It is held that the establishment is a process of functional division, rational power division, efficient structural setting, and systematic formulation. During the process, the historical conditions, existed personnel and developmental law of the higher vocational institutions should not be neglected. |
