Application of the Power Transmission Right in Snarl-up Management

The open of power grid is a certain trend along with the development of the electric power market. However snarl-upwould be a bottleneck to restrict the open and development of power grid. Snarl-up management is a method and measure should beadopted when the grid snarl-up occurs, its main aim is that for utilizing better the resources of the system, the users of powertransmission liaison line in each area would be corresponded, and power transmission plan of liaison lines would be manageavailably. In this paper, the power transmission right has been introduced into snarl-up management, so that the using in reason ofpower transmission grid will be promoted, the snarl-up risk will be reduced, relation users could obtain some compensation afterhappening snarl-up and the price of power transmission will be stabilized. Passing through analyzing the function of powertransmission right in different snarl-up state, what the function of power transmission authority in power transmission snarl-upmanagement has been introduced in detail.
