面向企业经营的电信基础设施共建共享评估体系建设

参考国外较有价值的电信基础设施共建共享经验,总结国外共建共享的实施驱动力、实施目标和实施过程等关键成功因素,对比国内外共建共享实施环境,提出了面向国内企业经营的电信基础设施共建共享评估体系的评估指标及评估方向和方法。此外,还结合通信基础设施企业的实践经验就后评估过程中所发现的问题提出策略建议。

Construction of Operation-Oriented Evaluating Systemfor Telecommunication Infrastructure Co-construction and Sharing

With the overseas experiences in telecommunication infrastructure co-construction and sharing as reference, this article summarized their key success factors from the driving force, the implementation object and process of co-construction and sharing. Compared with the environment of other countries, this paper has introduced some evaluation and measures for telecommunication infrastructure co-construction and sharing evaluation system for domestic enterprises. Meanwhile, combined with the communication business experience, this paper has given some suggestions to solve the problems which are founded during evaluation process.
