依据GB 16780《水泥单位产品能源消耗限额》新旧国标变化，采用新旧标准核算某水泥企业熟料、水泥产品单耗指标，分析比较指标差异，探讨新标准实施后水泥产品单耗核算简便的方法，保证水泥企业单耗指标核算统一准确，提出引导企业有序开展节能降碳技术改造措施，提高生产运行能效，促进水泥企业能源管理水平的提升。
