目前,我国传统的控制性详细规划存在高调整率和公益设施受到忽视等方面的问题.新的<城乡规划法>规定必须以控制性详细规划为依据划拨和出让土地,并对其规定了严格的调整程序.根据控制性详细规划两个目的和三种属性的要求,在总结特大城市传统的控制性详细规划探索经验的基础上,提出了新的控制性详细规划分层与通则的基本模式.

Compilation Model of Regulatory Plan with the New Urban Rural Planning Law

Traditional regulatory plans are often changed in ways that neglect public interest.The new Urban Rural Planning Law requires regulatory plans that create strict procedures before land can be developed.This paper uses the two visions and three attributes required in regulatory plans to generalize the planning experiences in major cities.New regulatory plan control levels,models,and general rules are proposed.
