行政划拨用地转完全出让用地的政策困境与对策——厦门政策试验的回顾与反思

2009年厦门对市属国有企业进行行政划拨用地转完全出让用地的政策试验。政策设计的思路为企业的自愿原则．凡是土地企业法人为市属国有全资企业的．原为行政划拨或限制性出让用地的可通过规划咨询论证，在满足规划的前提下．本着市场价值最大化的原则．重新确定土地性质和开发强度（容积率），将这些土地通过招拍挂途径转化为完全出让用地。重新规划后的土地由国企自己摘牌，地块挂牌的土地收入．以资本金注入的方式返还企业。实施该政策就是将非正规产权转化为正式产权，在现有的利益格局下．政策设计必须同时兼顾各方利益的平衡。
