| 摘 要： | 从代建制的概念入手，分析了灾后重建项目应用代建制的必然性，并提出了代建制的应用所面临的问题，最后对代建制在灾后重建中的应用提出了一些意见、建议，以指导代建制在灾区重建工作中发挥应有的作用。
