| Abstract: | ISO9000 quality system is fit to organizations. Higher institution is organization such as enterprise, so ISO9000 quality system can be applied to it. However, the quality manage model of enterprise cannot be delivered to higher institution. As to higher institution, an unique quality manage system must be created based on basic views of ISO9000 quality system and its organizational features by itself. |
