| 摘 要： | 对渗漏的治理,多数着眼于技术问题的探讨,有专家提出了“政策为先导”.本文分析了现行政策的局限性,提出了防水工程应引入市场经济,建立赔偿制度,实行施工负责制的建议,并要求通过防水专业培训的强制手段,提高专业防水施工人员的素质. |
