| 摘 要： | 本文用系统工程的观点对电网体制改革进行了探讨和研究,提出了电网体制改革的目标树。结合我国东部某电网情况进行了计算和分析,认为电网体制改革应缓解当前我国电力工业面临的严重缺电问题。本文从理论和方法上阐明了以下三个问题:①四种形式的集资办电以解决电力建设资金不足问题;②用边际理论计算电网问的互供电价问题以保证电网安全经济运行问题;③提高企业内部效益和改善外部环境来解决电网经济效益的提高问题。

| Abstract: | From the point of view of System Engineering, the system reform of Eas China Power Network is discussed and investigated. Three problems about its principle and method are expounded To accumulate power industry funds is one of the main objectives for the reform. Issuing financial bonds and stocks are the major methods of collecting funds. Mutual supply of electricity prices among the grids should be conducted scientifically and reasonably so as to guarantee the safe and economical operation. Both internal performance and external conditions of enterprises should be improved so that the econnmic performance of the power network can be enhanced. |
