关于提高城乡规划实施评价有效性与可操作性的探讨

当前城乡规划实施评价存在规范性差、主观认知不足、方法论缺失等问题,使其难以有效开展,可从城市总体规划实施评价内容体系、评价组织与方法、结果判定三个方面探索提高城乡规划实施评价的有效性和可操作性:规划实施评价内容应围绕目标实施、空间发展、公众参与和措施落实四个领域展开,突出规划的公共政策属性和空间发展落实,并以近期建设为重点评价时段;实施评价组织宜采用第三方主导、多方参与的模式,评价方法应注重将定性分析与定量分析相结合、将目标评价与规划实施过程分析相结合;评价结果判断应包括对规划目标实现程度的评价和对规划实施过程的检测两方面的内容。

Improving the Feasibility and Effectiveness of Urban-Rural Planning Evaluation

Current plan evaluations lack a standard methodology and should be improved by addressing a plan's content,organization,and outcomes.Plan evaluations should focus on specific planning goals,spatial development,public participation,and plan implementation.The evaluation should be conducted by a neutral third-party and invite broad participation.Evaluation methods should combine both qualitative and quantitative measures and compare planning goals with implementation analyses.
