新形势下对我国能源安全问题的思考

分析了目前我国能源安全形势与能源安全问题,认为当前我国能源形势基本稳定,能源供应总体安全,能源消费结构正向轻质化、清洁化和低碳化方向发展,但也存在一些问题,主要包括:能源需求总量增长过快,消费结构亟待调整;能源发展中的环境问题突出,CO_2减排压力加大;地缘政治影响不确定性因素增加,潜在影响我国能源安全;油气战略储备不足,应对突发事件风险能力较低;非化石能源消费占比低,替代能源发展较慢。在我国经济新常态下,应树立新的能源安全观,着力推动能源革命,构建适应我国经济社会发展需求的新型国家能源安全体系。

Thinking of China's Energy Security Issues under the New Situation

The situation of China's energy security and its problems are analyzed. The author thinks that the current China's energy situation is basically stable, and its energy consumption structure is to develop in the direction of a clean and low carbonization, but there are also some problems, mainly including:China's energy demand growth is too fast. The consumption structure needs to be adjusted. There are more prominent environmental problems in the energy development, and carbon dioxide emission reduction pressure is relatively large. Uncertainty factors of geo political influence are increasing that is the potential impact on China's energy security. Lack of China's strategic reserves of oil and gas is resulting in a relatively low ability responding emergencies risk. China's non-fossil energy consumption ratio is relatively low, and alternative energy development is slower. Under the new normal situation of China's economy, a new energy security concept should be established focusing on promoting the energy revolution to build a new national energy security system,which can adapt to the needs of economic and social development in China.
