摘    要:社区公共服务设施合理配置的重要性引起了越来越多的关注。本文在对西城区社区公共服务设施现状进行调研基础上,对其目前存在的问题进行分析,认为目前存在的问题包括设施分布不均、供给不足、使用效率低等。本文对此提出了相应的解决途径,一是需要从使用者需求出发,差异化配置;二是需要根据社区的类型以及社区公共服务设施的属性采用不同的建设和利用方式;三是从软件和硬件方面双管齐下,加强设施规划、建设、使用管理,实现资源的有效整合和利用,提高设施的使用效率。此外,本文也对当前几种典型公共服务设施的问题提出了具体的解决途径。

Abstract:Reasonable allocation of community public service facilities has attracted much attention. Based on the investigation of community public service facilities for Xicheng district, Beijing, this paper analyzes current situation and problems in planning, construction and management of these facilities and proposes corresponding solutions. Main problems of current community public service facilities include uneven distribution, insufficient supply, and low use efficiency. To solve these problems, some measures should be taken. Firstly, differentiated allocation standard based on users’ needs should be provided. Secondly, different arrangement and sharing methods according to community type and facility attribute should be adopted. Thirdly, from the aspects of hard infrastructure and soft infrastructure, management of planning and construction of these facilities should be reinforced, effective integration and utilization of resources should be implemented, and utilization efficiency of facilities should be improved. In addition, general solutions to some key problems that exist in specific facilities are also provided.
