代建制的适用范围研究

目前代建制的实施范围主要根据政府投资比例和项目投资额度来确定,没有考虑项目范围、规模、技术难度、使用单位情况、代建市场情况等因素,不符合项目管理的规律。本文在比较代建和自建两种模式的基础上,结合国内外研究,归纳了选择代建制应考虑的各类因素,提出了确定是否采用代建制的流程,并提出了在相关法规中对代建制的适用范围作出“例外性规定”的建议。

Research on Application Sphere of Agent-construction System

At present, the Agent Construction Method (ACM) is applied according to public fund proportion and project budget, without considering other factors such as project scope, size, technical complexity, user capacity, market status etc. It is not consistent with project management theory. Based on the comparison of ACM and the Self-building Method (SBM) and referring to empirical research, the critical factors of ACM selection are concluded, the process of ACM selection is structured, and suggestion for provisions of ACM application sphere in regulations is proposed.
