| 摘 要： | 党的十六大报告强调，必须把可持续发展放在十分突出的地位，坚持保护环境和保护资源的基本国策。通过对海河流域水土保持生态建设取得的成就、经验和存在问题的总结，充分认识到了海河流域生态环境恶化趋势尚未根本扭转的严酷现实，提出了海河流域生态建设应遵循的原则和重点做好的工作。

| Abstract: | The CCP 16th congress report emphasizes that we should put the sustainable development on a very outstanding position and stick to the fundamental national polices of environment protection and resources protection. Through the summarization of achievements, experience and existing problems in ecological construction of Haihe River Basin water and soil conservation, the author fully realizes the cruel reality that the degradation trend of Haihe River Basin ecological environment has not been basically turned back, and puts forward the principles followed by ecological construction in Haihe River Basin and important tasks. |
