长江水资源可持续利用方式的思考

通过分析长江水资源及其利用现状和问题,面对水资源的供求矛盾,重新审视我们对水资源的利用方式及消费行为,指出过去我们在水资源利用方面存在的问题,从新的角度提出对水资源利用的要求及原则,并提出要调整和优化水资源利用方式,重视构建流域综合管理体系,认为实施综合管理是水资源可持续利用的保证,提出了当前建立综合管理方面知识创新机制的保障措施.

Consideration on sustainable utilization of the Yangtze river water resources

Through analyzing the Yangtze river's water resources and the status quo as well as problems in water resources utilization,and based on the contradictions between water resources supply and demand,this paper reviews our modes of water resources utilization and our behaviours of water resources consumption,points out problems in water resources utilization in the past,and from a new point of view puts forward some requirements,principles and modes for water resources utilization,and places the emphasis on establishing a comprehensive management system for the river basin.Implementing the comprehensive management is considered to be the guarantee for the sustainable utilization of water resources.Some measures are put forward for guaranteing a knowledge renewal mechanism for implementing the comprehensive management.
