韩国外国留学生教育快速发展的政策分析及启示

为推动外国留学生教育快速发展，韩国政府在2004年实施“扩大接收外国留学生综合方案”（即“留学韩国计划”）。该方案实施后，外国留学生教育快速发展。2008年，韩国提前实现5万外国留学生的发展目标。研究韩国2004年“留学韩国计划”，必将对中国在加快制定“留学中国计划”，调动外国留学生教育实施主体的积极性，鼓励大学开发外国留学生特色教育项目，加大中国留学海外宣传力度，以及加强外国留学生毕业指导与追踪制度和完善学分转换制度等方面，带来一定的启示。
