网络信息技术的迅猛发展,网络舆情的大量涌现,给政府执政能力提出了新的考验。所谓政府网络舆情能力,就是政府借助网络舆情,来有效实施公共管理的一种综合性的执政能力。它包括政府同新兴媒体打交道、掌握网络技术、网络事件应急处理、舆情热点发现、网络舆情汇集、舆情公众预警、网络民意回应、舆情判断研究、舆情引导控制、网络监督管理等能力。当前,各级政府应充分认识提升政府网络舆情能力的现实必要性。
