庆元县农业水利基础设施建设的现状及对策

庆元县属欠发达地区,全县的水利基础设施薄弱,要有效改变水利基础设施落后的状况,各涉农部门投入农业基础建设的资金应该进行资金整合达成共识形成合力,探索水利基础设施经营管理新模式.充分认识水利是农业的命脉,水利事业的健康发展是农业增长、农民增收的主要保证,充分认识水利基础设施是农业和农村经济赖以发展的＂先行资本＂,应把水利基础建设作为调整农业产业结构,发展农村经济作为改善生产条件,改善生态环境,是新农村建设的重要组成部分,提高农民生活水平,实现可持续发展的战略目标.

Countermeasures on Agricultural Infrastructure Construction in Qingyuan

Qingyuan County is an underdeveloped region in China with weak infrastructure in water conservancy.The paper talks about how to effectively change the infrastructure backwardness by integrating agricultural infrastructure investment capital sponsored by agriculture-related departments.And a new management model for water conservancy infrastructure construction should be explored.The idea should be unified that water conservancy,so-called ＂initial capital＂,is not only the lifeblood of agriculture,but also the key point of the healthy development of agriculture and the steady increasing of farmers＇ income.Water conservancy infrastructure construction is one of the important components in the ＂New Rural Construction＂ plan,aiming at adjusting agricultural structure,developing rural economy,and improving production conditions and ecological environment to realize the sustainable development and to improve farmers＇ living standards in countryside.
