近五年石化行业央企改革逻辑分析

党的十九大提出要深化国有企业改革,发展混合所有制经济,培育具有全球竞争力的世界一流企业。石化行业央企积极贯彻落实新发展理念,将继续坚持全面深化改革。本文详细梳理了石化行业央企十八大以来的改革逻辑,研究发现政府行政统筹、行业体制机制改革、企业自驱动力共同构成了石化行业央企改革的驱动因素,三者有机配合、协同系统、动态联动,形成合力全方位推动石化行业央企改革。但在不同领域改革复杂程度不同,三者之间的主辅作用因而呈现动态变化。本文尝试对石化行业未来改革进行展望,以期为石化行业央企通过深化改革实现世界一流公司的目标提供借鉴。

Logic Analysis of Petrochemical Industry Central Enterprise Reform in Recent Five Years

The 19th Session of National Congress of the CPC put forward that we should deepen state-owned enterprise reform, develop the mixed ownership economy, and foster world-class enterprises with global competitiveness. Petrochemical industry central enterprises actively implement new development concept, and will continue to insist on comprehensively deepening reform. The article sorts out petrochemical industry central enterprises' reform logic since the 18th Session of National Congress of the CPC in detail. The research indicates that, government's administrative coordination, industry's system and mechanism reform, and enterprises' self-drive power co-forms the driving factors for petrochemical industry central enterprise reform, the organic coordination, collaborative system, and dynamic linkage of the three factors, forming resultant force to comprehensively promote petrochemical industry central enterprise reform. But the complexity of reform is different in various fields, resulting in that the main and assistant function between the three factors emerges dynamic change. The article tries to forecast future reform of petrochemical industry, so as to provide reference for petrochemical industry central enterprises to achieve the aim of world-class companies by deepening reform.
