"模型黄河"工程规划项目综述

为推进治黄现代化进程,黄河水利委员会党组提出了加大治黄科技含量,着力建设“原型黄河”、“数字黄河”和“模型黄河”的科学治黄新理念。通过“模型黄河”工程建设,可以直观地再现“原型黄河”,从而利用实体模拟的方法对黄河的基本规律和治理方案加以研究,并可为“数字黄河”工程建设提供物理参数。“模型黄河”工程建设是一个复杂庞大的系统工程,为使“模型黄河”工程建设作到科学、合理,遵循“立足黄委、多方参与、专家咨询”的原则,编制了《“模型黄河”工程规划》。该规划是在广泛、细致调研的基础上,依据新世纪黄河治理开发与管理的重大需求编制完成的,具有科学性和可操作性,是我国第一部由流域机构制定并得到水利部批复的系统的实体模型建设规划。“模型黄河”工程体系由实体模型系统、测控系统和试验基地等基础设施所组成;其中,模型系统是“模型黄河”工程体系最重要的核心组成部分。在今后《“模型黄河”工程规划》的实施过程中,应制定合理的实施计划,建立完善的运行管理制度,建立信息资源成果共享制度,加强基础研究,加强计量认证体系和模型试验标准化体系建设。

A Summary of "Model Yellow River" Project Planning

In order to push forward the course of modernization of the Yellow River management, the Party Committee of Yellow River Conservancy Commission puts forward a new idea of scientific management through concentrating our efforts on building "Prototype Yellow River", "Digital Yellow River" and "Model Yellow River" and increasing scientific and technical content for taming the Yellow River. The "Model Yellow River" can objectively reproduce the "Prototype Yellow River", therefore, we can utilize the method of physical simulation to study the basic law and taming plan of the Yellow River and provide physical parameters for "Digital Yellow River" building. The building of "Model Yellow River" is a complicated and huge systematic project. A project plan of "Model Yellow River" is worked out based on widespread and profound investigation and in the light of significant demand of development and management of the Yellow River in the new century. It is of scientific and operable and the first plan of systematic and physical model worked out by a river authority and approved by the Ministry of Water Resources. The "Model Yellow River" system consists of infrastructure of model system, test and control system and an experimental base, of which, model system is the most important key part of the "Model Yellow River". In the future, it should work out a reasonable implementation plan, establish a perfect operational and administrative system, establish a sharing system of information resources and achievements and strengthen elementary study and building of measuring notified system and standardization system of model test through the implementation of the plan.
