基于主成分-Logistic 分析的甘肃省PPP 项目制约因素研究

基于甘肃省民营企业参与PPP项目意愿的各影响因子,以分布在甘肃省内不同市、县、区的162家不同规模、种类的民营企业为研究对象,并随机预留其中38家企业为预测对象。通过问卷调查与实地调研相结合的方式收集样本并确定评价体系,应用主成分-Logistic的分析方法,建立了甘肃省地方性民营企业参与PPP项目意愿的预测模型。通过模型的检测证明该模型对当地民营企业具有较高的普适性及其参与PPP项目意愿的精准预测性。此研究的目的是以预测结果入手,有针对性地制定出相关政策及应对措施,为促进本地区PPP项目的发展提供切实有效的参考依据和方法指导。

Research on Restrictive Factors of PPP Projects in Gansu Province Based on Principal Component -Logistic Analysis

Based on the various influencing factors of the willingness of private enterprises in Gansu province to participate in PPP projects,162 private enterprises of different sizes and types distributed in different cities,counties and districts in Gansu Province were taken as the research objects,and 38 of them were randomly reserved as prediction objects. Through a combination of questionnaire surveys and field investigations,samples were collected and the evaluation system was determined. Using the principal component-Logistic analysis method,a prediction model of the willingness of local private enterprises in Gansu Province to participate in PPP projects was established. The test of the model proved that the model has high universality for local private enterprises and accurate prediction of their willingness to participate in PPP projects. The purpose of this study is to formulate relevant policies and countermeasures in a targeted manner based on the predicting results,and provide effective reference and method guidance for promoting the development of PPP projects in Gansu province.
