兴建双峰寺水库解决承德市防洪及供水的意义

承德市是国家著名的历史文化名城和风景旅游城市,现状防洪标准低,突发性大洪水一直是严重威胁承德市防洪安全的一大隐患,且市区供水紧张,限制了城市经济发展.为解决承德市目前存在的防洪安全隐患、水资源供需矛盾、生态环境恶化等问题,急需在武烈河流域修建控制性水利工程.根据武烈河流域地形条件及承德市区地理位置,在对流域进行全面勘察选点的基础上,拟订了兴建中库群配合河道整治方案、兴建双峰寺水库方案.通过经济技术等多方面比较,认为双峰寺水库是解决承德市防洪及供水问题的最佳工程.

Significance of building the Shuangfengsi Reservoir in solving the flood control and water supply contradiction

The Chengde City is famous for its old-line history and beautiful scenery all over the country. But the low standard of flood control and sudden blood is a serious threat to the safety of the city. And the strain of water supply of the city limits the development of economy. To solve the problems of the danger of flood, the contradiction of supply and demand for the water resource and the going worse entironment,it is serious to need build a water conservancy project in Wulie River drainage basin. Based on the landform of the drainage basin and the position of the city,and after perambulated and sited all over the drainage basin, we study out two projects, one is to build a group of medium-sized reservoirs with the renovating of riverways, the other one is to bulid the Shuangfengsi Reservoir. Through the comparing on economy, technology,and so on, we found the best way of solving the problem of flood preventing and water supply contradiction is to build the Shuangfengsi Reservoir.
