以智慧太湖支撑水利补短板强监管的思考

为适应新时期经济社会发展对太湖流域治理与管理的要求,按照水利部"水利工程补短板、水利行业强监管"的水利工作总基调要求,以智慧太湖顶层设计为指导,分析流域治理与管理对于信息化方面的主要需求,梳理太湖流域管理局水利信息化支撑强监管在数据监测、信息共享、业务支持、监管应用、基础设施、监督服务等方面存在的主要短板。针对智慧太湖建设中数据整合共享,信息监视预警,调度会商决策,综合业务监管等阶段成果,对信息化补短板支撑强监管作探索思考,有助于智慧太湖建设工作的延伸、深化和升华。

Thoughts on addressing inadequacies and strengthening supervision supported by the Intelligence of Taihu Lake

In order to meet the requirements of economic and social development in new era to the management and governance of Taihu Lake Basin, according to the general requirement of the Ministry of Water Resources which is to address inadequacies of water conservancy project and strengthen supervision of water conservancy industry, guided by the top-level design of Intelligent Taihu Lake, this paper is going to analyze the main needs of watershed management for information technology, and sort out the main inadequacies in strong supervision and control supported by water conservancy informatization of TBA such as data detection, information sharing, business support, regulatory application, infrastructure, supervision service etc. Referring to the stage achievements of Intelligent Taihu Lake Construction including data consolidation and sharing, information monitoring and warning, dispatching consultation decision, integrated business supervision, this article gives some thought to addressing inadequacies and strengthening supervision, which might be helpful to extend, deepen and sublimate the construction of Intelligent Taihu Lake.
