摘    要:大峡水电站工程业主单位推行集工程建设管理、工程建设监理,电站建成后的生产经营管理三大职能集于一身的“三合一”管理模式,较好地行使了业主的管理、监督、协调、服务职能;较充分地调动了工程建设各方的积极性,有效地实施了对工程质量、进度和投资的三大控制。这种管理模式的核心是一家管、管到底。随着改革的深化,今后要解决监理的公正性和规范化等问题;同时要加强监理队伍建设,使其专业化、社会化

Abstract:The Owner of the Daxia Hvdrodower Project has practiced the Three to one management model in the construction and management of Daxia Hydropower Project,that is,to unify the project management during the construction period,the project construction supervision,and the production,operation and management after the completion of the project into one so that the Owner could perform the responsibilities of management,supervision,coordination and service in a better manner. This management model could fully mobilize the activities of various construction units and effectively control the project quality,progress and investment.The key point of this model is that one agency thoroughly manages the overall project.With the deepening of reform,the fairness and standardization of construction supervision should be perfected in the future.The supervision personnel should be strengthened to reach specialization and socialization.
