| 摘 要： | 生态文明是水利生态旅游发展的目标,生态旅游是水利生态文明建设的载体,两者的内涵具有一致性。基于生态文明发展理念,提出开发水利生态旅游发展需要遵循整体性原则、可持续发展原则、平等公正原则,探讨了培育人与自然和谐的价值观、宣传与弘扬水文化、积极推行绿色营销、倡导低碳化的旅游方式、强化生态化管理、注重民生水利建设、实施生态导向的政策法规、加强生态文明教育等水利生态旅游发展策略。 |
