政府投资工程项目 IDI 运作模式设计

推行工程质量潜在缺陷保险（ IDI）是推动政府工程高质量发展，创新政府工程质量管理体制，促进政府工程全生命周期增值的重要举措。为了完善和发展政府工程 IDI 制度，通过总结和分析国内外工程质量潜在缺陷保险主要运作模式，指出我国工程质量潜在缺陷保险存在的问题和发展瓶颈。在此基础上，结合政府投资工程项目的特点，首次提出针对政府工程的 IDI 运作模式。通过设计和完善政府工程 IDI 险种内容、参保主体关系、运行流程和相关配套机制，大幅提升 IDI 的适用性和服务体验，实现参保主体的多方共赢，从而增加 IDI 保险市场活力。并针对当前推行 IDI 制度存在的问题提出可行的发展策略，为我国 IDI 制度的进步提供有益参考。

Design of Inherent Defects Insurance Operation Mode forGovernment-invested Public Projects

The implementation of inherent defects insurance （ IDI）is an important measure to promote the high-quality developmentof public projects， innovate the quality management system of public projects， and promote the value-added of public projects crossthe whole life cycle. To improve and develop the government engineering IDI system， this paper points out the existing problems anddevelopment bottlenecks of China’s engineering quality latent defect insurance by summarizing and analyzing the main operatingmodes of the domestic and foreign engineering quality latent defect insurance. On this basis， combined with the characteristics ofgovernment-invested engineering projects， the operation mode of the IDI for public projects is proposed for the first time. Throughthe design and improvement of the insurance content of public project IDI， the relationship between the insured subjects， theoperation process and related supporting mechanisms， the applicability and service experience of the IDI will be greatly improved，and the multi-win-win situation of the insured subjects will be realized， thereby increasing IDI’s market dynamism. Finally， thefeasible development strategies are put forward given the problems existing in the current implementation of the IDI system， whichcan provide a useful reference for the progress of the IDI system in China.
