江西省农村卫生室卫生人力资源状况追踪调查

目的了解江西省农村卫生室的卫生人力资源现状,评价江西省卫生服务能力建设工程中农村卫生室卫生人力建设的成效,为今后合理地配置农村卫生室人员提供进一步的科学依据。方法 2010年1-10月采用普查方法对江西省所有农村卫生室进行调查,并与2007年的基线数据进行比较。结果 2010年全省有农村卫生室26 287所,比2007年减少358所;服务总人口数为4 155.27万人,较2007年增加了26.03万人。农村卫生室负责人以男性为主,占87.49%,较2007年降低0.51%;年龄构成以31~45岁为主,占51.57%,较2007年增加4.29%;平均年龄为42.64岁,较2007年增加了2.99岁;执业（助理）医师仅占6.80%,但与2007年相比较,增加了1.83%;大专及以上学历者占20.37%,较2007年增加13.22%。全省每千服务人口卫生人员数为1.10人,比2007年增加0.08人;卫生人员以中专学历者为主,占80.92%,较2007年增加3.77%;卫生人员大专及以上学历者占比7.52%,较2007年增加1.87%;执业（助理）医师数占6.51%,较2007年增加1.35%。结论 2010年农村卫生室资源得到整合,卫生人力资源配置逐步趋于合理;农村卫生室负责人平均年龄增加,学历水平有了一定提高;大部分农村卫生室卫生人员数量尚可,整体素质得到改善,但有待进一步提高。

Follow-up Investigation of Health Human Resources in Village Clinics in Jiangxi Province

Objective To investigate the situation of health human resources in village clinics in Jiangxi Province and evaluate the effect of health service ability building project on human resource development,and to provide a scientific basis for reasonable allocation of human resources.Methods A census investigation was performed in all village clinics in Jiangxi province during January 2010 to October 2010,and the data were compared with the baseline（2007）.Results The number of village clinics decreased from 26 645 in 2007 to 26 287 in 2010 and the total number of service subjects increased from 41.292 4 million in 2007 to 41.5527 million in 2010.The proportion of male supervisors was 87.49% in 2010,with a decrease of 0.51% compared with 2007.The proportion of supervisors aged 31-45 years was 51.57% in 2010,with an increase of 4.29% compared with 2007.The average age of supervisors increased from 39.65 years in 2007 to 42.64 years in 2010.The proportion of certified（assistant） doctors among supervisors was 6.80% in 2010,with an increase of 1.83% compared with 2007.The proportion of supervisors with educational qualifications of junior colleges or above was 20.37% in 2010,with an increase of 13.22% compared with 2007.The number of health workers for every thousand service subjects increased from 1.02 in 2007 to 1.10 in 2010.The proportion of health staff with educational qualifications of secondary technical schools was 80.92%,with an increase of 3.77% compared with 2007.The proportion of health staff with educational qualifications of junior colleges or above was 7.52% in 2010,with an increase of 1.87% compared with 2007.The proportion of certified（assistant） doctors was 6.51% in 2010,with an increase of 1.35% compared with 2007.Conclusion In 2010,human resources in village clinics in Jiangxi province were conformed well,and human resource allocation was gradually moving towards rationality.The average age and educational qualifications of supervisors increased compared with 2007.The allocation and overall quality of health personnel and in most village clinics has been improved,but still need to be enhanced further.
