基于CAS 视角公共工程代建项目管理后评价指标体系研究

按照国内公共工程代建项目管理后评价程序，根据代建制的特点来评价公共工程代建项目管理后评价成效，针对代建项目自身潜在的复杂适应性特征，采用CAS 视角设计了我国现阶段代建项目后评价的评价指标体系。这一体系重点从代建项目内外环境协调、代建机构在项目中的价值作用、资源匹配作用和复杂适应代建组织方面，客观描述代建项目管理工作状态，测评代建绩效效应，并指出目前研究过程中的主要局限，为推进代建制项目管理后评价工作提供一种新的思路和途径。

Post Evaluation Index System of Public Agent Construction Projects Based on CAS

According to post evaluation program of domestic public construction project management and considering the features of public agent construction projects，a post evaluation index system is constructed based on CAS. From four aspects，namely， coordination of inner and outer environments，value of the agent，resource matching effects and complex adaptive organization，this system describes the managerial conditions of agent construction projects，and tests the effect and evaluation of the agent construction Some limitations of the study are summarized and its potential applications are presented.
