全球化背景下非正规城市发展的状态

非正规城市是城市发展过程中的有机组成,主要包括有形的(可视的)和无形的(不可视的)两种表现形式.非正规城市为城市提供许多廉价劳动与服务,是城市特定社会群体获得基本生活服务的来源,是外来人口进入城市的一个门槛接口,是城市和农村的缓中地带.从文化角度看,它既是城市主流文化对弱势文化的启示,也是弱势文化对主流文化的适应.虽然城市的行政管理当局意识到非正规城市的存在,却对其内在形成机制、基础设施、公共卫生状况、文化等视而不见.要使非正规城市健康和谐地发展,必须由政府当局和非正规力量协同进行引导和管理.

The State of Unofficial City in the Globalization Context

In this paper the concept and connotation of unofficial city is addressed and clarified. The function and role it plays in the urban development is elaborated. Through the analysis of the current state of informal city in developed and developing countries, the author concludes that unofficial city is an integral part of urban organism, and believes that informal city not only offer an alternative solution for the lateral urban development, but also enrich the urban cultural spectrum. It is hoped that the unofficial city should be noticed by the authorities and a concerted effort by governmental and non-governmental organizations is needed to guide and manage its development.
