| 摘 要： | 详细阐述了建设工程“四大”目标之间的对立与统一关系,并对“四大”目标统一的优化计划从三个方面进行了论述,指出只有将“四大”目标作为一个系统统筹考虑,在实施过程中动态管理控制反复协调和平衡,才能实现最终目标。
