| 摘 要： | 为应对全球能源需求日益扩大、能源市场竞争日趋激烈以及日益显现的温室效应所带来的全球环境问题,核电行业的全球化发展和专业化发展得到进一步增强。由此,技术支持单位(TSO)在核行业发展中的价值和作用受到越来越多的重视和关注。本文结合RINPO的技术支持实践,对TSO的定义、基本功能和能力要求、TSO在增进核与辐射安全中的作用、面临的问题等方面进行了阐述,并提出一些建议和观点供同行参考。
